The Division of Primary Care is looking for a Health Center Manager (HCM) with strong knowledge and experience managing a multi-service clinical practice in a Primary Care setting. The Health Center Manager will be responsible for maintaining the operations of the medical, nursing, and ancillary practice including but not limited to working with interdisciplinary teams to develop and implement best practices that aims to provide the highest quality of patient care. The Division of Primary Care seeks a manager who is highly skilled at clinic operations, program development as well as sound fiscal management<br> <br> <strong>Typical Tasks</strong><br>The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Each individual in the classification does not necessarily perform all duties listed.<br><br><ul><li>Analyzes utilization of staff and distribution of workloads with respect to organization and fiscal management;</li></ul><br><ul><li>Identifies situations requiring corrective action and organizes, analyzes, and presents appropriate documentation;</li></ul><br><ul><li>Plans, organizes, directs, and coordinates the administrative activities of all healthcare delivery in the assigned ambulatory location;</li></ul><br><ul><li>Develops staffing patterns that provide for quality patient care;</li></ul><br><ul><li>Collaborates with the Department Director to influence institutional goal-setting by identifying and communicating problems, pressures, and trends;</li></ul><br><ul><li>Consults with the Department Director in the formulation of administrative policies and assumes responsibility for their implementation;</li></ul><br><ul><li>Develops annual Quality Plan in collaboration with Physician Site Director and monitors quality indicators;</li></ul><br><ul><li>Participates in long-range planning and establishes goals and objectives to facilitate the delivery of quality patient care;</li></ul><br><ul><li>Evaluates and modifies facility planning and space utilization to enhance productivity and quality of care;</li></ul><br><ul><li>Prepares budget requests for area of responsibility in collaboration with the Physician Site Director;</li></ul><br><ul><li>Monitors schedules and assures that systems and resources support work variables, volume, and workflow;</li></ul><br><ul><li>Monitors the revenue and expenditures of clinic(s) against the annual budget;</li></ul><br><ul><li>Participates in the process of identification, supervision, and implementation of departmental goals;</li></ul><br><ul><li>Uses systematic methods to resolve patient care and nursing problems; initiates planned change, evaluates outcomes, and implements corrective action through conscious, deliberate, and collaborative efforts;</li></ul><br><ul><li>Participates in resolving unusual or complex interdepartmental problems as they relate to the delivery of quality care;</li></ul><br><ul><li>Serves as mediator for personnel concerns that cannot be resolved at a lower level in the organization;</li></ul><br><ul><li>Facilitates communication between departmental staff;</li></ul><br><ul><li>Meets regularly with Physician Site Director to share information and problem solve;</li></ul><br><ul><li>Supervises, coordinates, and evaluates the work of subordinates in their assigned area of responsibility;</li></ul><br><ul><li>Participates in selection of candidates for available positions through initial interviews based upon the specific technical and psychosocial competencies required on an individual nursing unit;</li></ul><br><ul><li>Determines skill level and compatibility with healthcare team through personal interview and other means;</li></ul><br><ul><li>Participates in development and teaching of leadership and management skills;</li></ul><br><ul><li>Promotes compliance with Federal, State, and local regulatory standards and Joint Commission standards;</li></ul><br><ul><li>Collaborates with the Department Director to identify need for corrective action of an employee and initiates action when necessary;</li></ul><br><ul><li>Periodically reviews organization structure, policies, and procedures to enhance administrative effectiveness and support goal attainment of the clinical programs;</li></ul><br><ul><li>Directs and implements utilization of ambulatory care evaluation tools;</li></ul><br><ul><li>Participates in the evaluation of the delivery of support services necessary to facilitate quality care;</li></ul><br><ul><li>Reviews incident reports to identify and correct common problems;</li></ul><br><ul><li>Responds to and resolves questions, inquiries, and complaints and makes recommendations for policy changes, where appropriate;</li></ul><br><ul><li>Prepares annual statement of goals and objectives in collaboration with subordinates and Physician Site Director;</li></ul><br><ul><li>Attends committee meetings and makes reports, as required;</li></ul><br><ul><li>Annually evaluates own personal performance and job satisfaction based on attainment of goals;</li></ul><br><ul><li>Maybe assigned as a Disaster Service Work (DSW), as required*;</li></ul><br><ul><li>Performs other related duties, as required.</li></ul><br><br> <strong>Employment Standards</strong><br>Sufficient education, training, and experience to demonstrate the ability to perform the above tasks, plus the possession and direct application of the following knowledge and abilities:<br><strong>Training and Experience Note</strong>: The required knowledge and abilities are attained through training and experience equivalent to a Bachelor's Degree, or higher in Health Care, Business Administration, Nursing, or related field<br><br>and<br><br>Four (4) years of full-time experience managing a multi-specialty clinic or medical group. <br><strong>Special Requirements</strong><br><br><ul><li>Ability to travel to alternate locations in the course of work. If driving, possession of a valid California driver's license prior to appointment and the ability to qualify for and maintain a County driver authorization;</li></ul><br><ul><li>*As a condition of employment, pursuant to California Government Code Sections 3100-3109 and Local Ordinance, all County of Santa Clara employees are designated Disaster Service Workers (DSWs), including extra help.
